According to the spirit of the document "Opinions on Promoting the Implementation of the National Cultural Digitalization Strategy" issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, in order to achieve the goal of developing a new digital cultural experience that combines online and offline integration and online presence. Further promote the implementation of the national cultural digitization strategy and actively explore new paths for integrating digital technology into the cultural and tourism industry.
In recent years, Shenzhen Guan Shanyue Art Museum has focused on exploring the construction path of digital art museums, and launched and opened the "Guan Shanyue Art Museum · Digital Museum" in 2022. At the same time, specific exhibition items focusing on the development of digital art, such as "Yuan · Jie - Guan Shanyue Art Museum Digital Humanities Research Exhibition" and "On the Road 2021- China Youth Artist Works Nomination Exhibition", will be launched.
To assist in the implementation of the integrated development plan of virtual reality and industry applications, as well as the digital creative industry cluster plan, the first China Metaverse Digital Human Innovation Application Competition, guided by the Shenzhen Municipal Bureau of Culture, Radio, Television, Tourism and Sports, organized by the Shenzhen Digital Creativity and Multimedia Industry Association, and jointly hosted by the Shenzhen Guan Shanyue Art Museum, Huawei Cloud, and OUTPUT, has officially begun. As the first digital human innovation application competition in China, the competition is committed to deeply exploring and promoting excellent digital human scenario applications, high-quality enterprises and elite talents in the industry, promoting the large-scale use of digital humans in various industries, promoting the integration and development of digital technology and application scenarios, and improving the digital creative industry ecosystem. At the same time, the competition will provide a platform for showcasing and developing excellent digital works.
Participation conditions
1. Participating units can be enterprises, teams, or individuals, and each participating unit can submit an unlimited number of digital works.
2. The work shall not violate the laws and regulations of the People's Republic of China, and shall not contain discriminatory content related to gender or religion.
3. The entries must be original and ensure that they have full, complete, and exclusive intellectual property rights, without infringing on any patents, copyrights, trademarks, or other intellectual property rights of others.
4. The evaluated works must be completed or have been put into the market application stage. The completion time of the participating works must be after January 1, 2020 and before May 31, 2023. 5. Only one unit can participate in the same work. If multiple units participate in the same work, the relevant units need to negotiate and provide confirmation of the participating units. 6. The participating units agree that the work can be publicly published, displayed, exhibited, promoted, and reported on relevant media platforms by the organizers of the competition.

1. Composition of the Review Committee
The judges are composed of leaders from authoritative institutions in different fields, possessing authority and outstanding professional achievements nationwide. The leader of the review team is elected by the members of the review committee, responsible for convening each work review meeting and grasping the review process.
2. Establishment of Review Committee
Led by the organizing committee of the competition and recommended by organizational units, industry associations, colleges and universities, a comprehensive, authoritative, and representative expert database will be established. The organizing committee of the competition will nominate 11 experts (7 alternate experts) from the expert database to form the judging panel of the Digital Human Innovation Application Competition. (Candidate experts are appointed as judges when the selected experts are unable to participate.)
3. System of evaluation committee members
The evaluation adopts an avoidance system. If the participating work is designed by a certain judge or has a joint relationship with participation in design or cooperation, the judge shall not participate in the evaluation of the work.

conformity assessment procedure
The jury mainly evaluates works based on their introduction, images, videos, application cases, and other supporting materials. The preliminary evaluation meeting will be held online, and relevant information about the entries will be displayed for evaluation by the judges. Some overseas judges will participate in the evaluation meeting through real-time online connection. The final evaluation activity will be conducted based on the competition's location arrangement after the shortlisted works are announced.
